Position Summary

Reporting to the Sergeant, Community Peace Officer I, the Community Peace Officer I will provide education, enforcement and investigative services with respect to Municipal bylaws and Provincial Statutes.  The Peace Officer will collaborate effectively and maintain strong working relationships with the RCMP, local community groups, and other professional entities, both internal and external to the organization.  The Community Peace Officer I will seek opportunities and ensure excellent customer service to our residents and visitors through the course of their duties.

Key Duties and Responsibilities

  1. Is responsible for the education and enforcement of Municipal bylaws and Provincial Statutes that are within their appointment.
  2. Acts as a Peace Officer by observing traffic, conducting traffic stops, issuing warnings, violation tags or provincial tickets.
  3. Receives and investigates complaints involving bylaw violations, including issuing tickets, advising the complainant with respect to action taken, and performs additional follows up with complainant when necessary to ensure compliance.
  4. Provide advice and information to the Sergeant, Community Peace Officer I on matters relating to Peace Officer activities, training, education, enforcement, and investigation.
  5. Maintain an inventory tracking system of all required equipment and supplies. This is to include planning for scheduled and regulatory equipment maintenance and/or servicing.
  6. Provide information and recommendations for the operational maintenance of all enforcement equipment and vehicles.
  7. Provide input on performance measures, policy development, enforcement measures, and staffing levels to meet operational demands.
  8. Ensure appropriate and timely response levels are maintained.
  9. Be a resource to Municipal staff regarding safety, education, and enforcement.
  10. Always maintains a high standard of dress and deportment, while on or off duty.
  11. Maintain a level of fitness to fulfil the requirements and duties of the position.
  12. Compile and provide monthly performance statistics to the Sergeant, Community Peace Officer I that will highlight all CPO activities, number of investigations, officer’s calls for service and tickets issued.
  13. Ensure all files are correctly produced and submitted in accordance with GOA Solicitor General reporting procedures.
  14. Perform other related duties as assigned.

  • Knowledge of safe work practices and Occupational Health and Safety Legislation is required.
  • Knowledge of operational and tactical planning
  • Demonstrated skill and experience interpreting and applying various levels of legislation.
  • Knowledge of Traffic Safety, Traffic Safety Plans and the ability to develop a Traffic Safety Calendar.
  • Strong computer skills including Microsoft Office Suite and programs such as ROADS/MOVES, JOIN, and CPIC.

Education and Experience

  • Completion of a recognized two-year diploma related in Justice Studies, Law Enforcement, Conservation Enforcement or Criminal Justice.
  • Minimum of one year of diverse law enforcement experience.
  • Must possess Community Peace Officer Induction program from the Solicitor General or have the ability to obtain the Provincial Community Peace Officer I designation. Including the following:
    • Qualification for OC spray.
    • Qualification in Threat Pattern Recognition.
    • Qualification in Emergency Vehicle Operations.
    • Qualification in Radar traffic enforcement.
    • Qualification in LIDAR traffic enforcement.
    • Qualification in ASP Baton.
  • Physical Abilities Readiness Evaluation (PARE) or equivalent.
  • Emergency vehicle operators experience and training certification (EVOC)
  • Valid Alberta Class 5 drivers’ license and a satisfactory Drivers Abstract.
  • Standard First Aid and Basic CPR certificates.
  • Naloxone Administration certificate
  • BEM, ICS 100 and 200 or ability to obtain.
  • Clear Criminal Record including Vulnerable Sector.

Independence and Scope of Impact

The position is supervised by the Sergeant, Community Peace Officer and the Fire Chief/Manager of Protective Services will provide program direction and overall authority.  Decisions and problems are varied, requiring the incumbent to use considerable judgement and discretion within policy, codes, and or legislation.  Supervision can be consulted in cases where several options are available.  The incumbent may be required to assist with the development of policy or new methods of work.  The incumbent’s decisions could result in major losses of time and resources or cause severe embarrassment to the organizations reputation and serious impact on public image.

Contacts

Internal – Regular contacts are maintained with other Municipal departments, Council and the Protective Services Advisory Committee (PSAC).

External – Regular contacts are maintained with the public, business owners, industry partners, law firms, Livingstone School Division, RCMP, Provincial Court, Fish and Wildlife, Alberta Agriculture and Forestry, SPCA, Commercial Vehicle Enforcement, Sheriffs, Conservation Officers, BearSmart, and other government agencies. This will involve the exchange of information, interpretation, and instruction including handling specialized or difficult complaints and resolving problems by obtaining or presenting detailed information.

Supervision Given

The incumbent may be involved in giving periodic advice or direction to others without supervisory ability on bylaw and enforcement matters. The incumbent is expected to lead by example and ensure that the quality of work meets established standards.

Working Conditions

The work is performed both indoors and outdoors.  Indoor work is typically performed in an office environment involving long periods of sitting, good lighting, temperature control, and noise control.  Outdoor work is performed in all weather conditions including cold, heat, wind, dirt, dust and noise.  There may be exposure to insects, bees, wildlife, dangerous or vicious dogs in the course of performing their duties.  There may be exposure to unsettling images if dispatched to assist with emergency scenes.  

Schedules are based on collective agreement and shall consist of 80 hours biweekly.
